Her voice is low and kinda like a whisper causing people to come close to her and listen carefully, people who like her think that her voice is nice and smooth, whilst people who dislike her think she is doing it on purpose and scrutinize her.

i think myrtle changes her clothes so much just to show off, to grab some attention, but then i also agree with @maria, i believe that it might be a confidence issue as well.
